Foreign production companies who want to do any sort of filming in Turkey are required to have filming permit issued by the Ministry of Culture and Tourism: Directorate of Cinema.

Even though the application can be submitted online, it may take up to 2 weeks for the Turkish Cinema Department to review and issue a permit.
Once your project receives a film permit, the foreign production crew must apply for filming visa through the nearest embassy or consulate of Turkey in their home country.
Keep in mind that filming visa for Turkey is a special class visa application which is only issued through the embassies or consulates of Turkey. This class of visa can not be issued at the airports or borders of Turkey.
As of May 2017, the documents necessary to apply filming visa are:
1- Copy of filming permit
2- Original passport of the crew member
3- Passport sized photo
4- Visa application form
5- Bank receipt of visa application fee's (the payment methods may change depending on the country of application)
The required documents to apply for a filming visa may slightly vary depending on the applicants country, so we recommend you to call the nearest Turkish embassy before your application.
We recommend to prepare the visa documents and get an appointment even before your filming permit is issued, since you will likely have a tight schedule.
